For the 5th Time, Dundalk Man Charged With Sex Offense

DUNDALK, Md. (WJZ) -- A Dundalk man has been charged with second degree rape and with impersonating a police officer. This is the fifth time he's been charged with a sex offense.

The victim contacted police after seeing a news release about Brian Keith Cooper, Jr. She told police that she was walking on Bethlehem Avenue near Graceland Avenue when he pulled up next to her and offered her a ride and "company." When she got in his car, he asked how much she would charge for performing a sexual act. She told him $20 and he showed her a badge and handcuffs, then read her her Miranda rights and told her he was taking her to the police station.

Instead, he took her to a dead-end street and forced her to perform a sex act. Then he dropped her off where he had picked her up.

He's being held without bail at the Baltimore County Detention Center.
