VA secretary says he considers Texas gunman "a criminal"
The secretary of Veterans Affairs is not mincing words about Texas church gunman Devin Kelley's military service. In an interview with "CBS This Morning" co-host Norah O'Donnell, Secretary David Shulkin said, "I do not consider him a veteran."
