Police say that an anonymous tip, received five days after police released a video of the man who they believe followed Sabina as she rode her bike to her stepfather's house, led to the arrest of the teenager.
Sources have told the Philadelphia Inquirer that Johnson has already confessed and claims that he initially followed her because he wanted her bike.
"We're very encouraged by what we have so far," Police Commissioner Charles H. Ramsey told reporters Wednesday morning.
