CHEF ON A SHOESTRING: Marcus Samuelsson, chef and co-owner of Restaurant Aquavit in Manhattan, has already received more accolades than most chefs receive in a lifetime. In 1995, he became the youngest chef ever to receive a three-star restaurant review from Ruth Reichl of The New York Times. In 2001, Aquavit was awarded another excellent, three-star review from The New York Times' restaurant critic William Grimes. And in 2003, Samuelsson was named Best Chef New York City by the James Beard Foundation. As the Chef on a Shoestring he prepares a three- course meal for four, on a $40 budget
